By default, Wordpress comments (or more specifically author links) have an unpopular nofollow attribute assigned which means that search engine spiders do not follow these links. In other words, they are ignored (not counted as backlinks). By removing this attribute you can make your blog comments dofollow (i.e. followed by search engines). [...]

Wordpress permalinks are the permanent URLs to weblog posts, categories and such. The URL to each post should be permanent and never change - hence permalink.
